A UN Security Council has voted to endorse a plan advanced by the US president for establishing a durable ceasefire in Gaza, featuring the deployment of an international stabilisation force and a possible path to a sovereign Palestinian state.
The proposal was approved by a tally of 13-0, with Russia and China abstaining. The US envoy the American delegate addressed the international body that it set “a new course in the region for Israelis and Palestinians and all the residents of the area alike”.
Addition of references to an independent Palestine was the trade-off the America agreed to for backing from the Arab and Islamic world, who are expected to supply stabilisation troops for the multinational unit.
“Interim measures that we start today must be implemented in following global standards and honoring Palestinian sovereignty,” James Kariuki affirmed.
However, on the eve of the council decision, leader Netanyahu reaffirmed his government’s adamant opposition to the establishment of a Palestinian state, casting doubt on whether Israel will allow the implementation of the Council-backed plan.
The inclusion to sovereignty was a compromise addition to an first US version which excluded it. However the language is unclear and conditional, promising only that once the Palestinian Authority has implemented reforms and the reconstruction of the territory is under way, “the circumstances may eventually be in place for a credible pathway to Palestinian independence and statehood.”
The wording fell far short of the strong guarantee to the creation of a independent Palestinian entity beside Israel desired by Muslim nations, as well as European delegates, but in speeches to the assembly after the vote, representatives from those countries said they were prepared to accept the compromise in the service of extending the current truce and swift steps to provide for and safeguard the millions of Palestinians in Gaza.
“Algeria has eventually decided to support of this resolution, a measure that we approve its core objective, namely the continuation of the ceasefire and the formation of circumstances permitting the Palestinians to exercise their fundamental rights to independence and statehood,” the Algerian envoy stated.
The proposal grants overall oversight authority to a “peace board” chaired by Donald Trump, but of unspecified participants. The group has to inform the international body but it is not required to follow the desires of the UN or by the Palestinian leadership.
Furthermore, it demands the formation of a Palestinian technocratic committee that is tasked with overseeing routine management of the Gaza and the provision of utilities, but it is far from clear who would participate.
The mission of the global force gives it authority to neutralize and disband militant organizations in the territory, but it is highly uncertain that possible sending countries would consent to confront such groups. No country has to date agreed to dispatching troops.
Additionally the requirements for modification of Palestinian leadership, the prerequisite towards moves to a sovereign Palestinian, have been vague.
European officials said they deemed it necessary that the names of the specialized group to distribute aid was agreed as quickly as possible.
